The inequity in accessing educational opportunities that affects some segments of the population, particularly youths, remains an outstanding debt of Chilean democracy. As is well known, education is one of the social environments where social differentiation and the unequal exercise of rights are most strongly evident. According to the PISA 2009 results, Chilean youths exhibit one of the highest rates of socioeconomic inequality in education among the OECD member countries.
